Job Duties:

In District Roadway Services section, acts as staff specialist (i.e., develops engineering policies & plans projects concerned with unique or controversial problems which have significant impact on major organizational programs; stays abreast of new scientific methods & developments affecting department & recommends changes in emphasis of programs; represents administrator in administration of contracts involving multiple complex projects, programs & directives; develops &/or revises policies & directives based on field observation & testing). Signs plans &/or other engineering documents as registered professional engineer. Oversees inventory management. Ensures accurate & timely updating of management information systems as they relate to program delivery (e.g., Ellis, Transportation Management System (TMS), Bridge Management System (BMS)) & ensures their business rules, policies & procedures are implemented, used & maintained as standard business practice in their designated work environments.

Provides technical expertise in areas of bridges, culverts & pavement. Coordinates contract bridge program with Planning & Production departments. Establishes priorities for bridge maintenance & inspection activities. Reviews bridge repair & various other bridge-related plans. Reviews & approves bridge inspection reports. Coordinates & manages District culvert inspections. Assists County Managers in reviewing work orders for implementation by county maintenance crews. Operates state vehicle to travel to sites in order to inspect complex structures & pavement. Performs special & emergency inspections of bridges & culverts to determine extent of damage & hazards. Supervises lower-level engineer & assists in leading team of specialists &/or support personnel by assigning tasks, monitoring work progress & evaluating work completed. Performs other supervisory responsibilities (e.g., completes performance evaluations, coaches, approves leave time) for subordinate staff. Plans, schedules & coordinates work among staff.

Provides budgetary information to supervisor (e.g., annual budget, bridge repair & replacement estimates). Performs research & makes recommendations to assist with long-range planning for section. Evaluates section’s engineering policies, recommends revisions & approves & implements changes. Reviews structural calculations to ensure adherence to American Association of State Highway Transportation Officials (AASHTO) design standards & bridge analysis review system; assists in formulation of work plans, goals & strategies to establish effective & efficient practices. Analyzes work processes & recommends changes as needed. Uses personal computer (e.g., Microsoft Word & Excel) to prepare reports (e.g., annual bridge plans, pavement work plans, equipment inventory, inspection-related documents). Uses BMS program to maintain bridge inventory. Observes bridge sufficiency ratings & performs bridge posting analyses & overweight calculations; uses Microsoft Word & Excel to create & update reports regarding bridges & pavement.

Uses Microsoft Word to independently generate & signs name to external correspondence to consultants, governmental units, private industry & general public regarding section activities or in response to inquiries, investigations, complaints, acknowledgments, etc. Conducts investigations & responds to Court of Claims regarding cases. Provides technical assistance to municipalities as needed. Coordinates movement of superloads through District. Coordinates bridge repair & replacement & pavement repair programs. Evaluates new products & repair methods. Attends conferences, seminars & schools as necessary. Meets with public officials & general public to advise them regarding various projects. Serves on committees & performs miscellaneous duties as directed.

Required Experience:
Minimum Qualifications: Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 3, 85643; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.

-Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 2 yrs. exp. as group or project leader or supervisor providing work direction & training to employees engaged in engineering projects or 2 yrs. exp. in managing engineering research projects (i.e., managing research projects applies only to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.

Major Worker Characteristics: Knowledge of civil engineering; public relations*; OSHA safety practices; employee training & development; supervisory principles & techniques*. Skill in use of computer, CADD & drafting equipment. Ability to comprehend & interpret variety of civil engineering principles, techniques, procedures, criteria, plans & specifications & related data; define problems, collect data, establish facts & draw valid engineering/technical conclusions; use statistical analysis; calculate fractions, decimals & percentages; cooperate with co-workers on group projects &/or establish friendly atmosphere as supervisor; handle routine & sensitive contacts with government officials, consulting firms/contractors & general public; plan & develop engineering projects with unique or controversial problems &/or novel engineering related concepts & approaches. Supplemental Information:

COMMENT 1:  Significant duties consist of Managing Bridge Section at ODOT D-12; supervising employees; coordinating bridge inspections (both major and minor structures), reviewing and approving bridge inspection reports, and providing guidance to bridge staff & county maintenance personnel concerning structural repairs. TRAINING AND DEVELOPMENT REQUIRED TO REMAIN IN THE CLASSIFICATION AFTER EMPLOYMENT:
Renewal of licensure as registered professional engineer as prescribed by law.

UNUSUAL WORKING CONDITIONS:

May require travel where employee must provide own transportation; may be exposed to unsafe conditions when conducting inspections; may work varying hours.
